Debra Jean Owen was born on October 21,1951, in Emporia, KS, to Raymond Eugene and Norma Jean (Barncord) Owen. She passed away peacefully on October 8, 2025, in Tulsa, OK.

Debbi graduated in 1969 from Sooner High School in Bartlesville, OK, and went on to attend the University of Arkansas, graduating with a B.S. in Education in 1973. After many years teaching remedial math at Catoosa Public Schools, Debbi herself returned to school, while continuing to work full-time as a teacher, earning a Master’s of Science degree in Special Education from Oklahoma State University. She then spent more than 20 years teaching elementary special ed with Broken Arrow Public Schools before retiring in 2014.

Outside of the classroom, Debbi’s two great loves were her family and her Arkansas Razorbacks. She married Chuck Bowlin of Tulsa on December 27, 1972. Together they raised three sons. Throughout her life Debbi remained an avid supporter of the Razorbacks, returning to Razorback Stadium regularly as a member of the Marching Razorbacks Alumni Band.

Debbi was preceded in death by her parents Raymond Eugene and Norma Owen and her husband of 45 years, Chuck. She is survived by her sister, Denise (Owen) Moore of Houston, TX, sons Robert, Richard, and Randall, and their wives, all of Tulsa, OK, and grandchildren Kaleb, Joseph, Emma, and Aubrey.

Memorial service 11:00 a.m. Tuesday, October 21, 2025 in Ninde Brookside Chapel.
